Some tips on configuring the ESRI license server

The following was an email exchange on our list server. I'm recording it here for posterity.

Susan,

Let me know off list your results from the following troubleshooting steps.

Let's start from the top.

License Manager must be 9.3 to work with a 9.3 installation.

1) Make sure the dongle works: go to Start | Programs | ArcGIS License Manager (9.x) | Display Hardware Key Status

2) Launch LMTools from the same path as above. If you can get LMTools
to indicate the license manager is functioning then that's the first
major hurdle to get through.

The first tab should be 'Service/License File' and if you select
'Configuration Using Services' you should see ArcGIS License Manager.

3) Go to the 'Server Status' tab and select 'Perform Status Enquiry'.
Scroll down a bit, and you should get something like this if it's
working:

la-sav01: license server UP (MASTER) v11.4
Vendor daemon status (on la-sav01):
ARCGIS: UP v11.4
Feature usage info:
Users of ARC/INFO:  (Total of 999 licenses issued;  Total of 21 licenses in use)

Depending on the error, there are different troubleshooting paths.

Note that ArcGIS takes the .efl9 file that I send you and then breaks
it up into several other files that are stored in the default path:

C:\Program Files\ESRI\License\arcgis9x

You should see several .lic files there. If not, then the license manager wasn't installed correctly.

Besides the variable bug previously mentioned, another common problem
is with firewalls. Even though the license manager isn't 'network
dependent' it still needs to use the loopback interface (127.0.0.1) to
work. Try disabling the firewall (Windows, Symantec, etc) and see if
the license manager works then.

LIGHTSPEED is the name of my computer.  It is connected to a workgroup
called DUNTONGIS.  Does this have to be part of the computer's name?

The error message states:
The license server machine is down....

I just updated the license file with the one you sent, but it still doesn't work.

There is a bug in the ESRI ArcGIS 9.3 Desktop Administrator that causes
the application to not recognize a working license manager. (Note that
ArcGIS Desktop 9.3 or ArcINFO 9.3 has to have a 9.3 license manager, it

Here's a workaround for Windows XP. I don't know if Vista is having the same problem or not.

1. From the Start menu, select either Control Panel, or Settings and then Control Panel.
2. Double-click the System icon. Select the Advanced tab, and then click the Environment Variables button.
3. Under "System variables", click New.
4. In the New System Variable window, in the "Variable name" field,
type ARCGIS_LICENSE_FILE. In the "Variable value" field, type:

27004@YOUR_LICENSE_SERVER

(Replace YOUR_LICENSE_SERVER with the name of a central license server
or your computer name if running the license manager locally with a
dongle.)

Click OK, and then try opening ArcMap again.
